the minimum requirement is 1 year old AND 20lbs. DD is 25lbs and 13 months and I still didn't turn her around. She's comfy and it's safer, however we are getting a new car so since I have to take the seat out I'll probably turn her now.

Both, but remember, that's the gov't MINIMUMS. The longer they stay rear-facing, the safer they are. It doesn't matter if their feet touch the back of the seat, or their knees are bent.

we turned her around at 12.5 mths old, she was exactly 20 lbs at that point.
