If you're referring to the thread about not having a name, I think it means that the baby's birth cert will list him as Baby Lastname. So if your last name is Epstien, he would be Baby Epstien until you pick out a name & change the birth cert
I could be wrong but that's what I got out of it

Sorry, I've known Aliaspook since I'm 3 and that's what we call it. My dad came home from the hospital without a name. His birth certificate still says "baby boy Epstein." He technically doesn't have a name at all.

In 1945 you could. KateDevine posted that you can't do it anymore.
My grandfather never changed my dad's birth certificate. My grandmother had to write a letter stating that she gave birth to my father so that my dad could join the military and get his passport!

Here in Ca you can still take the baby home with no name. But the birth certificate will always say the name as "baby girl ...." They told us during a class we took at the hospital that if you do that they will have to add a paper to the birth certificate saying you renamed the baby.
