Digital or Setting Perm
Anyone know any salons that do this? Preferably on LI? Also anyone have any ideas on cost?

it is a really loose perm that they do to just the bottom so it looks very loose and flowy. My friend got it done in Boston and it looked awesome, and now I want it!

Sounds like something I could use. I'd be curious to see pics if you ever get it done.
Maybe try calling some salons and seeing if they do it? I'm sure once you explain what it is that any hairstylist can do it- it sounds like they just need to use bigger rods and only wrap the ends.
