disposal of hydrochloric acid in NYS?
Can anyone tell me how one in Nassau County would go about disposing of hydrochloric acid (31%)?
This is in a residence, not a commercial lab or school setting.
I'm having trouble getting Google to come up with anything!

Ok I'm not sure either. Here is a link to the MSDS sheet for HCl, which gives all the relevant safety info. http://www.jtbaker.com/msds/englishhtml/h3886.htm
Under disposal, it says... "Whatever cannot be saved for recovery or recycling should be handled as hazardous waste and sent to a RCRA approved waste facility. Processing, use or contamination of this product may change the waste management options. State and local disposal regulations may differ from federal disposal regulations. Dispose of container and unused contents in accordance with federal, state and local requirements."
I looked up RCRA, and found this.. "The Resource Conservation and Recovery Act (RCRA) grants EPA and authorized states the authority to regulate hazardous waste management facilities that treat, store, or dispose of hazardous waste. Although EPA guidelines are designed to prevent toxic releases at RCRA facilities, accidents or other activities have sometimes released pollutants into soil, ground water, surface water and air."
I found the NYS Dept of Environmental Conservation, they mention having Hazardous Waste Management facilities, but it couldn't really navigate their site to find exactly where these are. On the EPA website they list cleanup sites, here's the link http://www.epa.gov/Region2/cleanup/sites/nytoc_sitename.htm you can search through this list for places in Nassau that are RCRA, there are a few, and see if one is near you- there are contact numbers on the links that you could call ahead of time.

You should contact your town dump. Town of Hempstead has this program.
