Yes. I got my father and husband gift certificates for lessons at Eisenhower for Christmas. There, you just go to the pro shop.
ETA -- The pro shop is where you get the lesson gift certificates. I think you need to go somewhere else to get a gift certificate to play the courses at Eisenhower. They can tell you where to go in the pro shop, though.

Yes all courses that are public do, I get my father one for almost every occasion.

yes, i've gotten FIL gift cards for various golf courses. i usually get a $ amount depending on the cost for a round.
