Are there any instances where you would not be eligable for the STAR discount?
If you have kids in public school... do you still get the STAR? What if you make a certain amount of income?

As long as you own the house and this house is your primary residence, then you should apply. Income and whether or not you have kids in school do not matter. Only restriction is if you were over the age of 65, in which case you would apply for the Enhanced Star as opposed to the Basic.

No restirctions. I would take care of that in the beginning so you don't forget. You can download the application at:
http://www.orps.state.ny.us/star/star_forms.cfm
then bring it to your town hall

Can you apply before you close? Or do you have to wait till after you close.
Lets say I bring it down to the town on Oct 31st... when do I start seeing a decrease in my taxes?

You have to close first because technically, you have to be the legal owner of the residence.

The application has to be in by January 5th in order for it to be in effect for July 1.
dates vary by county - so I'd check with your town.

Nassau County has a deadline of January 2 and begins September 1st.
Suffolk County's deadline is March 1st
In Suffolk County the applications and supporting documents may be mailed or filed in person at the Assessor's Office located at 3323 Route 112, Building 1 - Room 102, Medford, NY 11763. Additional information may be obtained by calling 451-6306 or 451-6308.
In Nassau County the applications and supporting documents may be mailed or filed in person at the Assessor's Office located at the Nassau County Department of Assessment, 240 Old County Road, Fourth Floor, Mineola, NY 11501. Additional information may be obtained by calling 571-1500.

Hold on - STAR is based on your Township - not your County. The town is the governing body that collects your property taxes. The address listed above by BrunetteMom was the old address for the Town of Brookhaven, not everyone in Suffolk. I live in the Riverhead Township, so I had to go down to Riverhead town hall.
You'll see the benefit on your taxes next year - or on your June 2006 Tax bill - taxes are billed in December and June.
