I have never had any airline charge me to check the carseat at the gate or up front with the baggage. It is usually a freebie.

No carseats are not included. We flew Jet blue in May - and brought 1 double stroller and 1 car seat. We brought the seat on the plane going and checked it coming back. It does not count towards your baggage allowance. It is free.

We flew Jet Blue in July and checked the car seat with our luggage but it didn't count as part of our baggage allowance. We gate checked our stroller.
