Dog allergies...shih tzu

I have a 5 year old shih tzu - he has been SCRATCHING LIKE CRAZY - making himself soo red, I checked there are no fleas and he is on frontline. His hair is short, so I thought maybe it was just from sitting in the grass, he is panting so much, I just wonder what else it could be, I didn't change shampoo or food, a friend said they had problems with their shih tzu and beef - not to give them beef food to much, it gave their dog a skin rash.

any thoughts, I might take him to vet, but it is $80.00 just to walk in and he isn't in pain just scratching alot - driving me crazy!

I would def take him to the vet.
Where do you live?? I can recommend a good place that is low cost.

Thanks, I live in Center Moriches and have a vet, I was just wondering if anyone knew of any allergies out there right now that there pet may be going through.
