To me it looks like some kind of drug transaction or something illegal. Maybe it's not, but it looks like it. If the op wants to explain how college credits are sold than the op should do so.

Someone earns the credits, usually for doing work for that college. They can sell them to someone (usually for a discount off the normal cost per credit) and that person can use them to apply toward a class they want/need to take.
It's not shady, like another poster has suggested.
