dry skin all of a sudden on DD calves?

my DD all of a sudden has a little dry skin on the outside of each calf. I am not sure if it's from her sitting up and bouncing up and down and it's irritating her skin?
Or am I bathing her too much (daily)?
Or that it's gotten cold and the heat is on and drying the air?

I am putting eucerin on it, anything other suggestions?

DS has this too One spot on each let. The pediatrician said its excema and gave us a cream to put on it. She also told us baths every other day. She said the dry weather in the winter causes it and that it should clear up completely in the spring.

He had it on his face too really bad but that is finally getting better.
