Well here's the pan and how to make the duck part of it:
Duck
The bottom would just be a single round cake layer with blue icing smeared at different angles to look like waves. Not sure what was used for the bubbles, but it looks like some sort of candy...

Okay, I'm reading that for bubbles, people are using piped fondant. If you don't want to get that fancy, you could probably try using marshmallows. I also saw this cake online that's really cute:
