Kennel attendant Michael Papini, 30, of Lindenhurst, is scheduled to be arraigned Saturday in First District Court in Central Islip on felony aggravated animal cruelty, misdemeanor animal abandonment and related charges, the Suffolk County Society for the Prevention of Cruelty to Animals said. The severely matted dog, a Lhasa apso, survived. In statement released early Saturday, a town spokeswoman said Papini "has been immediately suspended without pay for this alleged act which disturbs all of us at the Town of Islip." Papini was arrested Friday at his home at 15 Green Ave., authorities said. He was identified after news outlets aired surveillance footage showing a sport utility vehicle driver dumping a black plastic bag at a USA gas station in West Islip at 7:42 a.m. Monday, SPCA Chief Roy Gross said. "People who saw it recognized him, recognized the vehicle, his walk," he said. "I find it very disturbing that somebody would do that, and somebody working in an animal shelter makes it that much more disturbing." Islip Town officials have been cooperating with the investigation, Gross said. The town spokeswoman said the shelter "prides itself on its professional treatment of all pets that come through its doors. This troubling incident in no way reflects the loving and caring treatment for all animals from our many dedicated staff and volunteers." Whether Papini crossed paths with the dog after it was seen by a veterinarian and transferred to the shelter Thursday was unclear, Gross said. Another break in the case came when shelter workers found a microchip in the female dog, who is about 1½ years old, and contacted her owner, Gross said. The woman told SPCA detectives she knew Papini, Gross said, and when she couldn't care for her pet, he offered to take the dog to the shelter. She paid him money, the SPCA chief said, but it's a mystery why he didn't keep his end of the deal. "A dog like that is so easily adoptable," Gross said. "How could he do that?" Gross said the woman was upset after seeing the video and declined to release more details about the deal and other charges until the arraignment. A homeless man rummaging through trash Tuesday morning spotted the animal, authorities said. She had been in a tied-up plastic bag, inside a cardboard carrier with ventilation holes, but she escaped and appeared to have chewed her way out of the bag, Gross said. The man contacted authorities and police quickly notified the SPCA at 2:10 a.m. Tuesday, more than 18 hours after the dog was dumped, authorities said. The dog -- friendly and in good health -- can be seen by the public Saturday for the first time since her ordeal, at the town shelter in Bay Shore, Gross said. About 25 people have already signed up to adopt her, he said. But whether the dog will actually be put up for adoption remains up in the air as the owner could still take back the dog, the town spokeswoman said Saturday. Gross hopes the dog, saved on Christmas Eve, can be named Noel: "For somebody to take a live animal, put it in a box and black plastic bag, for somebody to find it -- it's a million-to-one shot. It's a miracle for that dog to survive."

Oh I can't wait until they find this doucheebag. But sadly, not much will be done- the penalties for animal cruelty are not harsh enough IMO

Noelle had severely matted and dirty fur when she was found, but was otherwise in good health.
A gas station surveillance video taken nearly 24 hours before the dog was found showed a person, believed to be Papini, carrying a plastic bag that appears to contain a box and placing it in the Dumpster.
Kevin Zabawski, the man who discovered the pooch in the Dumpster, told NBC 4 New York, "I just happened to look to the side and there was a face looking at me. There was this dog in there, and I thought 'Who the heck would leave an animal like that in the Dumpster?' It's way too much for me."
Papini was being held overnight and is expected to be arraigned in First District Court in Islip Saturday. The Town of Islip Animal Shelter was closed Friday night and no one was available to comment.

Why would he feel the need to dump the dog in a garbage bin???? Isn't the shelter punishment enough? What did he have to gain by getting rid of ONE dog who would likely die in the shelter anyway???

I read another article. It's a bit confusing, seems the dog was picked up on Xmas Eve and brought to the shelter, then this dirtbag dumped her. Or he dumped her then she sound up back where he was at the shelter? Not clear. I am sure there will be more to the story but maybe this isn't an individual thing but rather "company rules" that this man got brought into. I am sure they are already investigating. I am just having a hard time thinking about why he wouldn't just let the dog live at the shelter. This is why I wonder if its a company responsibility and all boils down to money invested in caring for this dog.

wow . i cant believe the man that did that worked at a shelter-then they brought that poor dog back to the same shelter!! kind of surprised that it was a dachshund mix! I would have never have known under all that hair!

Well it's not clear. Maybe the dog was never at the shelter, he somehow had it and dumped it. Then it came to the shelter after the man found it in the trash after her dumped it. That's the way I am understanding it. But where did he get the dog from in the first place? That's the question.

This upset me too! I am going to assume it's an "old" lady based on the condition that dog was in, all matted and ratty and clearly neglected looking. And them to have him take it, just says old lady to me.
I really hope they don't give it back to the old owner, who clearly parted with their dog once already! I read that over 20 people inquired about adopting the dog, so there clearly are much more suitable homes for the poor baby.
