Follow ups to resumes?

Should you be following up when you send out your resume? I read on Monster.com or Yahoo Hot Job that you should send a follow up email to sending your resume but I wasn't sure how long you should wait.

I've been sending my resume out like crazy, and a few positions I applied for seem perfect for my experience and background but I haven't heard anything back and it's a little disheartening. Thanks for any feedback!

Are you including a cover letter with your resume? Lots of times, that helps the potential employer to understand how and why you would be an asset to the company.
