For districts that have summer programs..
Can teachers who are NOT employed by the district work at these programs? How do you go about applying? ANd when do you usually apply??

My experience in my district is that they hire in-house first... and seems like it's the same teachers year after year so it's hard to get in, even if you're in district.
But sometimes they look for people for summer school help for kids with IEPs... reading, math and the like... perhaps you can scope out some districts near you and see.... i would call or e-mail the special ed./pupil personnel person and see how to go about applying.

They have hired out in the past but usually people in district are all trying to get the positions.

they don't in my district. teachers who have been here for years don't always get it.
it doesn't hurt to call and ask but keep in mind most places don't hire until after the budget vote in may so they know if it's funded or not
