You are totally within your right to say "No".
I would definitely be wary of a friend who kept bugging me to "move in", "stay overnight" etc. if she's admittedly having financial issues and even her family doesn't want her in. I think you're going to have to stop dodging the bullet and being nice (which we know you are ) and lay it on the line with this chick. Your place is off limits and you don't need that added infringement and imposition on your life and lifestyle. I would tell her to quit pushing the issue or she will be doing some long term damage to the relationship. Why should you have to feel guilty about not agreeing to something that would make you uncomfortable?

Since everyone has basically already given the same advice I would, how was this chick able to go to Europe and still have money issues? It just don't smell right that she isn't allowed to stay by her family either

exxxactly!!!! she went to europe spent all her money on that and now doesnt wanna pay rent to her landlord not exxxactly my problem ya know.. and she doesnt go back to live with her family cause its "too crowded" once again NOT my problem ya know... thanks for the advice all and for making me feel like im doing the right thing
