I just applied online at the website listed in this link...
Click on the link and then the other link for the coupon
Just to let you know, it's not a scam...this was from the Yahoo news website.

It is my understanding after reading about this that the coupon can only be used to buy the converter. So you don't get the $40.

It's for the converter, and for the majority of cable/satellite/FiOS users, it doesn't apply. It's really for low-income families that get their TV signal with an antenna. They aren't verifying need or income, but they are really just issuing them to people who can't afford, but still need, a converter after the switch to digital.
