GET A NEW FENCE PLEASE!
On night about a month ago I took Rudy for a walk. We usually do the same route. We walk down center lane (any L-Towners know that is kinda a busy block). We get to a house and sitting by the next house is a BIG german Shep. Just chillin. No leash and no one is with him. I got nervous. So I grabed Rudy's leash tight and walked up in someone's driveway I was ready to go in there backyard. The dog was just out alone. 
Well today Rudy and I go for our walk and we get to a house and this German shep is in the yard. The dog comes RUNNING to us. The house is Fenced in BUT its a 3 foot fence. My cousins have German sheps and one of them JUMPED a 6 FOOT fence. The dog is not on a leash and no one is out watching him. I start to cross the street cause Rudy's hair stood up and he started to cry he's a scaredy cat (and so am I LOL) Well the gate by the driveway was closed but it was broken so it had a big HOLE in it. The dog started COMING THROUGH THE HOLE. Rudy and I had to turn down some block and WALK ALL THE WAY AROUND to our block!
How do you do that. And center isn't like a normal side street you know.  I feel bad for the doggie

I totally don't understand that! Either have the dog fenced in correctly or don't leave him out unattended.

some people don't really think.. the neighbor behind us, only have half of their fence up, they have a german shepard too and strolls over to my yard sometimes .. he/she is older and since I am an animal lover, so I don't mind so much, but HELLO, how cheap can you be? why didn't you fence off your whole yard? They also have a inground pool!!
well.. since we have 3 little pups, we put up our own fence, now our babies can go out to enjoy their yard without visits from the giant neighbor dog.

I would contact the local spca and report it. The dog is a danger to others and he could get hurt.

I would call them first, see what they say and whether or not they are cooperative. If they are not call animal control. When I was growing up our neighbors let their husky roam around. The dog stole my lunch a few times while waiting at the bus stop. It also jumped MY FENCE and attached my cocker spaniel. They left this poor animal outside in freezing weather. Vent over.
I would never let my dog no matter what size outside off the leash for a minute. People can be really stupid.

We have a 6 foot fence all around our backyard. When we first got Rudy we always went out with him. But he is good so we can send him out alone. But these people just don't give a shah!t. I don't get it. I love German Shep. but you never now how they or ANY dog would act. And being that they are a BIG dog and not a tiny dog makes it even scarier (not that little dogs can't do worse then big dogs)
This was in the front of the house. If you don't have the money for a NEW fence then Fence a part of your backyard. But this dog DEFINETLY shouldn't have been roaming the front yard with a 3 foot fence that had a big hole in it on a busy street!
I Can't call them cause I don't know them. It isn't like they are my neighbor.

I know center lane- very busy street! I feel bad for this german shephard and for Rudy. I would just pick another route to walk to avoid any confrontations b/t the two dogs. and I agree I wouldnt say anything either since its not the nieghbor. good luck and hopefully they will put a new fence up.

I don't get it either, where I live here in NJ, I see dogs loose ALL the time in yards...I don't get it. No leash. No fence. And they just walk around the property. I could never let my Casey girl do that!!!
