Great stocking stuffers at Ulta!
I was just there today and they have a whole section of items that are $1. they have things like a manicure set, compact mirror with rhinstones, scented hand cream, lipgloss on a key chain, a set of pretty nail files... etc

Hmm - they never did before...when you open up the tin - does it look like a regular tube of lip balm (like Chapstick)?

they had a few different kinds of lip balm. the one I was looking at came in a little tin pot. I couldn't open it though, it was shrink wrapped.
