Most city teachers MUST use the teacher's college program out of columbia. it's good in some areas, but sorely lacks explicit instruction in phonics, spelling and decoding. i am not a huge fan.
many districts use Wilson FUNdations at the primary level.
also, most publishers like McGraw Hill, Scholastic, Zaner-Bloser have their own scripted programs.

We use a mixture of Columbia, but mostly we use Treasures.
