Imae a paper jack o lantern with DD (19m)
I cut out an orange pumpkin shape and some triangles and circles and a mouth shape from black paper and a stem from green paper.
I let her pick shapes for eyes and nose, and put the glue on for her to stick them on. Then she glued on the smile.
She added a few extra "birthmarks" to his face as well
You could also just let the kids paint mini pumpkins.

At DS' 1st BD party last year, I bought a bunch of those foam pumpkin forms and halloween themed stickers and let them stick 'em!

Buy some small pumpkins, white glue and some slitter and let them glue and glitter - a bit of a mess but fun!

Re: halloween treats and crafts.. any easy ideas?
Make homemade trick or treat bags.
Buy brown or white paper bags (the sturdy ones with handles) from AC Moore or Michaels. They sell them in packs of 10-12 and they are cheap.
Then get the halloween foam stickers and let the kids decorate them. You can write their names on with them with sharpies or pre-write them with glitter glue pens.
Once the bags are decorated have a Skeleton Scavenger Hunt.
Get one of those cardboard or plastic skeletons that has pieces that are held together by those fasteners.
Take the fasteners out so that you have all skeleton pieces.
Then make up some treat bags with spider rings, erasers, candies, etc.
Hide the skeleton pieces as well as the treat bags all over the house or yard.
The kids use their treat bags to collect goodies and skeleton parts.
As they find skeleton parts they bring them to a wall (or fence/sliding glass door in a yard) and reassemble the skeleton.
When the skeleton is all reassembeld the game is over nd the kids keep what is in their treat bags.
