I did a quick search and to be honest, what I found seems rather difficult to do on your own when it comes to flowers. Though I did see some cute floating candle ideas.

I did this for my wedding. I will try to find a pic of it and post. I used a hot glue gun to attach a stem of artificial flower to the base and up the glass (hard to explain). I also put floating candles in it.

Are you using fresh flowers or silk? If silk you can use a bit of styrofoam glued down and cover the styrofoam up with gems or moss. There's also something called clear water that you mix up - position the flowers then pour in and it will harden up but look like water. They make these at Michaels all the time
