i'm clueless to all this but it seems stupid to have to purchase everything twice...

I am pretty sure that as long as you are using the same itunes account that you originally purchased the app's with, you can download them again without being charged. DH has done this. I believe there is a message that pops up saying it was already purchased and would you like to download it again.

you can sync it to the same itunes library you use for your itouch.. you can sync as many i-things as you want to your library- but you cant sync your i-thing to more than 1 library at a time.
