How do footie pajamas run at old navy?

DD is almost 16 months and is kinda skinny except she gets a big belly after eating....

I'm not sure whether to get her footie PJ's from there that are 2T or 18-24 months

(When the sale starts Thurs)

I find EVERYTHING in Old Navy to run small. I just bought my DD pj's there (non-feetie) in a size 3T and they were skin tight on her. Everything else in size 3T she wears is loose and still big and the pants are too long but Old Navy stuff is always tighter and too small even though I am buying her the correct size.
