I've learned a lot through google searches.
I took a class on it, but ended up learning more through google.
There are so many sites out there with this info, so I would say not that hard - as long as you're patient and willing to work.
You can do it!

Um, it depends on how indepth you have to get. I have been learning it on the job here (very friggin slowly) and I have been looking for a course at a local community college. Unfortunately they usually do not get filled enough & are cancelled

it's actually not hard. once you get the hang of tagging (opening and closing the command) it's just a matter of knowing the commands

Depends on how complicated you want to get. To learn the basics is so easy. And software like Dreamweaver make it easy for a novice to build a site.
I learned on my own 7 years ago through books and later getting certified. I am by no means an expert, but I can look at code and get the gist of it.

I taught myself FrontPage. I thought it was pretty easy. I designed a webpage for my job with no formal training at all. It wasn't bad if I say so myself.
It will just take you some time to futz around with it and figure out the basics.

Not that hard at all, as others have said.
Actually, that's how DH got into web design in the first place. His company asked him to learn HTML and put up a webpage. So it turned out great for us.
I like W3schools for programming language tutorials.

Also, Microsoft Word can save documents in HTML, so if you just need the very basics just to publish something, you can type it up in Word, and save as html. A lot of times, if I see something on the web that I like, I'll go to View->Source, and see the code that someone else wrote, and start from there (assuming it's in html, of course...)

It's not hard to learn basics, but to make a professional site I would use DreamWeaver. FrontPage is not supported by all browsers.
