How much to spend on classmate's birthday gift?

So how much do you think is appropriate to spend for a classmate's gift and what do you get without getting a giftcard?
Do you think $15-$25 is a good amount? All the kids are going to be 3 in the class if that makes a difference. I was thinking maybe a zip up hoodie from gap or oldnavy?

ETA: I would get an outfit, or some Melissa and Doug puzzles or stuff.

$15-20 is my range for a classmate gift. It seems to be the going rate around here and I am fine with it.
