How would you advise your boss.....
on someone coming back late from lunch every week without sounding like a tattle-tail?
This is not a few minutes but 15-20 minutes.

i cant see any way to do it without sounding like a tattle-tale...
i wouldnt say anything unless it somehow affected me and my job... if i did then id say why it affects me and ask them to talk to the person... hopefully without mentioning my name lol

THIS. I would not mention it unless it had a real impact on me and my job.
I had a co-worker once tattle on me for what she perceived as long lunches, but really I was going downstairs to make copies and grade tests on the way out to lunch, or going to purchase materials while I was out, so it was almost never a long lunch. I often worked late so my boss didn't care either way, really. In the end it made her look bad.

Every day or every week?
I wouldn't if it was once in a while. If it was a regular occurrence, since I'm in HR I'd speak to their manager.
For an every day employee,
does your boss care about that kind of thing?
is it impacting you or office morale because it seems like favoritism?
what do you hope to accomplish by telling your boss?
After checking my motives, I'd do it in the context of how it's impacting me. I'd say something along the lines of "I stopped by at noon to ask her about the project but she was out to lunch. When I went by about 1:30pm, she wasn't back from lunch yet. I'll try to get her later this afternoon."

I agree. I am a boss and if someone came to me and tattled about 15 minutes extra on lunch, I'd look badly on them, not the offender. We are all adults.
Unless of course it is affecting you- like you can't go to lunch unti l this person comes back, etc...

Once a week every week for the last 4 weeks. One is a temp (who wants to get hired, the other was just hired a few months ago but they were temps together in the past and are friends). The boss would not be happy with them doing it, no. I would hope the boss would let this person and other who come back late, but not this late also that we are only allowed 1 hour. Yes, that has been done with another employee who was missing from her desk for an hour one time and the boss was told and she was spoken to and now tells others where she is going every time.

personally i wouldnt advise my boss of the lateness....unless it somehow effects your workload. if it has no impact on you, then it is just being a tattle-tale. if your boss were to question you that is another story...but no one mentions it i dont think its your place to bring it up. if someone told on me for coming in 15 mins late one day i would be aggravated!
If this really bothers you, perhaps approach the person and say oh i noticed (insert boss' name here) passed by your desk a few times while you were out to lunch. they didnt say anything but you may want to be more mindful of the hour to avoid problems...and then hopefully they take your warning and stop taking a longer break.

If it was once a week, and this did not directly effect me, I would not say anything at all.
The only reason I'd say anything would be if it was clearly impacting my ability to do my job (i.e. they were supposed to meet with me and were late, etc.).

Thanks everyone so far for your responses. This is a fine line to walk.
I find it annoying (as other co-workers who are responsible and on time everyday) that someone can get away with doing this and feel no remorse to try and get back on time when they obviously know the "rules" of the job.
The politics in the office are messed up too as a more senior employee would have their head chopped off for this but these new employees continue to do it as nothing is being said to the boss and the boss is not aware of it.

you could go in a round-about way to approach it.
You would have to time it right, but I would "look" for her about an hour after she left and ask your boss if he has seen her since she left a while ago and you were worried why she wasn't back yet.

Again because the senior employees have been told to be "an example" to the newer employees and would get in trouble for doing the same thing. And.....these people have been advised that they are late and still continue to do it week after week.

Frankly its just NOT worth it at all. This isn't affecting you at all. I know its annoying. I know its unfair.
I take 1.5hr to 2hr lunches. I also work late and my desk is up to date. I never flaunt my long lunches. I also am the one they all come to for extra help or hands on projects.
I know it annoys some of them but for every fault I have, they have two. Its not a passive agressive thing but everyone just shuts up. One girl walks in late EVERY SINGLE DAY but she commutes from out of town. Her and another lady take 20min smoke breaks. Twice in the morning, twice after lunch. The third one in my group takes off 4hrs to do her nails.
We are salaried. So we just pick our battles. That said, another girl at the end who constantly tattle-taled found herself being watched like a hawk for comings and goings. Her coworkers got annoyed and it became a pissing contest over there.
Our hourly folks take advantage of the system too. Frankly, I'm not their manager and its not my problem

I think it all depends on your placement in this and where they are compared to you.
As a manager in my office, I would want to know if an employee was abusing the policy. I know that other though wouldn't feel comfortable coming to tell me b/c they feel that it would be ratting someone out.
Are there other senior employees whom you can speak with about this? Perhaps a group of you can go and speak to the boss(es).

In a way it IS affecting the other co-workers though, especially the ones who have been there awhile as they are told they need to be examples for the newer employees. How much MORE can they be examples though and not get walked all over?

This is why I asked because they don't know how to approach the boss about it without sounding like they are complaining and tattle-tailing. I agree with the others that you should mind your own business. But, it you all feel like you must say something, I'd tell the boss as a group and then describe it as a problem with "new hires" as opposed to individually.
Honestly, if I remember correctly, you've posted here before about whether to rat out your coworkers. Honestly, why are you so consumed with what your co-workers are doing/getting away with? IMO, just do your job and stop worrying about other people doing their jobs.

This. I would stay out of it. It doesnt sound like the late-ness impacts your job anyhow. I dont really think its your position to say, or do anything. If big boss is aware of it and lets it slide, then thats his/her prerogative..but I personally would mind my own business. I wouldnt like someone tattle-telling on me for being 10 min late and sure wouldn't do it on someone else.
