i need a skinnier legged jean but NOT skinny jeans..
i want a slimmer fitting jean say straight leg or boot cut but not the skinny jean itself, thats too skinny for my legs but the jeans i wear now are too baggy in the legs.

Definitely try a straight leg cut
I bought a pair of Rock and Republic that I love, but they are $$$$$$
I also have a straight leg pair of Jordache from Macy's that fit really well and were so cheap!!!
