If a friends wedding is 9/3
and we didn't receive an invite yet, is it safe to say we're on the "b" list or not on the list at all?

I would think so... most people have their RSVPs returned to them a month before.... August 3rd.... so i would say you're on the B-list or possibly not invited at all.

I thought so.
We just find it strange that the groom asked DH to be in the wedding, but because of finances he told the groom he had to pass. Than it turns out they didn't even invite us
Oh well, saves us s few hundred dollars.

I was thinking the same thing. My cousin never got my RSVP to his wedding. My aunt called me the week before. I might ask them.

Hmm..wouldn't the "b" list have already gone out?? It's only a few weeks ago, that's not giving people time to respond at all. Maybe it was lost in the mail like someone above said?

we just got an invite to a wedding on 9/15 (and we're definitely not B list since its my BIL!)
the shower is 8/25 and invites aren't out yet

I'd try to find out from a mutual friend what the deal is. Its very possible the invitation was lost in the mail, it happened to me with 4 of my wedding invitations.
