I'm fairly sure this is illegal...WWYD? Carseat related

There is a couple at work who have a baby boy who is 7 months old. They are both expats from the UK. I noticed that they are using a convertible carseat but it is facing sideways (??). So when you open the back door the baby is facing you. I've never seen this before.

When I first saw it and didn't realize it was their car I thought that maybe the parents switched seats that morning and so it just needs to be buckled. But today I realized it was their car and I know they obviously commute together and drop their son off at the on-site daycare. So I really think they are using this thing sideways.

Do you think this is normal in the UK and maybe that is why they have it like that. I really am uncomfortable saying anything about it because I don't know them that well. But the baby is only 7 months and I don't think carseats are tested in that direction.

I think that there is a car seat that has a movable seat like that. It goes sideways to take the child out and can go rear/forward facing for when in use.Rotating car seat Is it this? It rotates sideways.
