If its just for something like color day at school, check the boys dept too. I saw some at Target but I shop the boys section...

I needed one for Zoey to match leopard leggings & they ARE pretty hard to find. I found one at BRU & they go up to 48 months.

Check American Apparel for plain shirts. Just be forewarned--their baby stuff shrinks a whole size after washing so I always buy a size up. I'm not sure if it's the same for kids stuff.

It is for her Halloween costume, I just need a shirt to go underneath her costume

try kohls, target or even walmart (i know when I needed a white one for dd for school, they were the only ones that had plain white ones!)
