Is there any free on-line photo editing software I can dowload?

GIMP is a free tool that does everything that the full version of Photoshop does. It's not an on-line tool, you download it and load it on your computer, but it is a great tool that is very powerful, and it's FREE!!!! 
What sort of editing do you need to do? Very advanced, or just simple editing?
