is this a credit card scam?

I got our credit card bill today- I am so confused. We pay it out right every month and never hold a balance. there was a surcharge , when I called they told me they print the bills and add it, so there are " no hidden charges". To me this makes no sense- I have other cards pay them off in full every month, and there is no charge. When I questioned the operator, he tried to expalin it to me but it did not make any sense- I said to him this sounds illegal, and he said well it kind of is... has anyoe else heard of this? How do I check if it is illegal? he dropped the surcharge- I am going to cancel the card after we pay the bill- who do I find out if this is legal from? NY state banking commision? Do I call a local governmental rep/ HELP! To me it sounds like we are being penalized for paying our bill out right?! What the *(&^$# ???? We have had this card a few years and I never had this happen before.....

it should of said what the surcharge is for on your bill otherwise its not legit..and to not even know on the phone what it was...(prehaps he was new or something)
i would call back and ask for a manager to explain

I have never heard of that...and the fact that the operator conceded that it was "kinda" illegal is scary. I would assume it was a scam...pay your bill off and then close the card. Look in the blue pages and see if there is a government office (ie banking commission) that you can report them to.
