is this illegal? (LI job posting rules)

Some background: I left my LI position in Feb because i was told I would not be returning the following year. I heard through the grapevine in the fall that I was not in the "plan" long-term, as a TA in the building had gotten her certifications and they wanted to give her my position. She is a very nice girl and I have nothing against her at all, but I was obviously hurt when I all of a sudden went from highly effective to ineffective in the span of a couple of weeks. They were clearly making a case to get rid of me, and before long had the meeting where they said I would not be back the following year. They said my "do now did not flow with my lesson well enough" which apparently is grounds to prove I'm a TERRIBLE teacher, lol, but luckily I snagged a great position back in the DOE close to LI. I knew I should take the job, as it was my dream DOE school, so I just took it and left so I wouldn't waste any more time.

I left in the beginning of Feb, and the school said they would be posting for a permanent sub to replace me for the rest of the year. SHOCKER: the TA got the position, setting her up for the full time slot in Sept. I went onto OLAS, and noticed that the mid-year leave position wasn't officially posted until after they hired her for that position. They did not interview any outside candidates, only her and another TA who wasn't even certified for the role. Is this illegal? Aren't schools required to post before the position is filled, and conduct interviews from the outside even if they did have someone in mind?

ETA: I know I sound bitter and whatnot, but please know that I am much happier where I am now, and have no intentions on leaving the DOE for LI ever again. It just angers me that LI schools do this, and rob potential applicants of the opportunity to get a real shot on LI. It's so frustrating that all these schools get away with hiring from within, and post on OLAS without ever intending on even looking at the resumes that get sent to them.

Leave replacements: my school NEVER posts on olas. They always hire either from within or by word of mouth. Usually they wait til the last minute and you wind up with an uncertified sub in your room for at least a week.

Full time, tenure positions: My school posts internally first to tenured teachers (if you want to change buildings). After that, it gets posted on Olas. I know for sure that my school does look at all applicants. I'm sure word of mouth helps as well (for example, I got laid off from my old position and my former boss put in a good word for me at my new school so my resume was pulled).

I Don't have an answer to your question, but this is why after 8 years of trying to find a job I'm just about to move on. I had the same sorta thing happen to me. I had years of experience, I was getting excellent reviews, but my positon wasn't permanent. When a spot opened, a girl got it that literally just graduated that past may. I still don't know why that happened, but obviously she knew the right people. Which is why I'm giving up. I clearly don't know any of the right people and it's so frustrating!

I don't think they have to post on olas-even posting it internally counts.

yep apparently this girl is from the same neighborhood as the principal. The building is overpopulated with staff members from that town, and it's clearly obvious that they were hired for that reason. I skipped out on maternity leave by going to this school, and started my job when DD was only 4 weeks old. The fact that they were willing to hire me knowing that they weren't going to keep me more than 1 year is disgusting. They could've hired a single adult living with their parents, or a college grad looking for experience.

I just get so mad because i know how hard it is to get a LI job, and way these schools cut corners just to hire alumni or family friends is unfair. They don't give everyone an equal shot.

First they send out an email to the teachers before it goes public. If they find someone in-house, they do not have to post it publicly,
