It depends on what you want done, but that actually sounds pretty decent to me. I do web design on the side and charge $50/hour. Most sites take me at least 10 hours to finish, so most of the time they start at $500. But again, it depends on what you want done.
If it's a reputable person/company then go for it!

I worked for a website comapny and that sounds pretty basic, minimal features. Are they a mom and pop company?
