Description
The American Bar Association Rule of Law Initiative seeks a Country Director for its Haiti Field Office.

Responsibilities include: Overall field responsibility for in-country programs, including grant-funded programs, implemented overseas; manages international and local staff; identifies program methodologies and develops long-term and short-term strategies and work plans to improve the rule of law in the country of responsibility. Implements, monitors and evaluates in-country programs and activities. Responsible for financial oversight of all programs and for donor relations in-country. In cooperation with headquarters-based program staff, drafts grant proposals and undertakes fundraising in-country.

Education: Doctoral Degree (JD, PhD)

Experience: Must have a JD and 7 years or masters and 10 years relevant experience, including some international experience. Experience in working with USG funded programs preferred. Experience or knowledge of legal reform issues in region or country where placed. Language proficiency required or extremely helpful depending on region. Varies from country to country and programmatically. Some additional certificates may be required.

Living abroad often in developing countries lacking in amenities. Can be subject to conditions harsh enough to allow both hardship and danger pay from USG.

In the absence of the Country Director provides overall field responsibility for in-country programs, including grant-funded programs implemented overseas; assists with the management of international and local staff; works with the Country Director to identify program methodologies and helps to develop long-term and short-term strategies and work plans to improve the rule of law in the country of responsibility. Works with the Country Director to implement, monitor and evaluate in-country programs and activities. Provides secondary responsibility for financial oversight of all programs and donor relations in-country. Works with the Country Director in cooperation with headquarters-based program staff to draft grant proposals and undertake fundraising in-country.

Master’s Degree, Doctoral Degree (JD, PhD, JD or foreign equivalent and 5 years experience or master’s degree and 7 years relevant experience, including some international experience. At least 1 year of experience in working with USG funded programs preferred. A minimum of 5 years of legal practice. Experience in international development or international legal development and/or project management experience. Familiarity with the assigned country’s legal system. Excellent oral communication and interpersonal skills. Demonstrated planning, management, analytical, and writing skills. Fluency in English. Proficiency in both written and spoken standard language of designated country

Field Financial Manager, Haiti

Description
The ABA Rule of Law Initiative is currently recruiting a Field Financial Manager for a rule of law program expected to commence in Haiti in the near future. Duties will include financial and some administrative coordination of justice sector assessments and reform programs. These duties will involve all financial and some logistical organization, and reporting for workshops, working groups, and daily operations. This position will be based in Port Au Prince, Haiti with limited travel both within Haiti and abroad. Required: a university degree, financial management experience, and professional fluency in English.
