I was on a hunt for quite sometime! We ended up ordering it online at Macys. Macy's Easter Dress

I have a few  Not in love with any of them, but I have a Sailor type navy and white dress from Carter's and then I have these 2 from Gymboree. All of them are pretty casual.
Children's Place has some cute ones that are more dressy.

OMG!! The last time I was in Target I saw nothing and then my cousin pulled out this dress... in a size 3T (I needed 18 mos). I LOVE this dress!
