can i use my cell phone there without getting charged roaming or outrageous fees?

yes, I have Verizon and was in Puerto Rico last year. No extra fees or roaming charges. Have fun!

Puerto Rico is included in the Verizon plans. Your service should be fine too -- I had no issues with it there.
