You have to be a village resident. Go to village hall. I think they have a lottery for non village residents....but not sure cause we live in the village

yep village hall but they will be closed today most likely and they are a 9-5 place.

I used to get an non-village resident one. It was a couple years ago, and you have good timing - because I think the form is due Nov-Dec - and they tell you in Dec if you get a permit. It didn't seem too difficult and was about $35/year at the time. Good luck!!!
