my first instinct was One if by Land, two if by sea...but its pricey and kinda formal. Whoopsies!
What about a little place in Little Italy?
At night, this tiny little place - Positano - lights a bunch of candles, and they have a back "loft area". The food is amazing, and I think its pretty romantic.

We love the Boathouse in Central Park for stuff like Valentines Day. There's also a French place in Chelsea thats very cute called Gascogne. We also love a place called Hacienda de Argentina (its an Argentinian steakplace and the food is great). It's a cozy little place witha fireplace and these big romantic looking tables with candlabras everywhere. Its our fave restaurant (but might be better for colder weather).
I think Gascogne might have a pretty little garden you can sit in so it might be nice for spring.
