Minimum height for an electrical panel?

I'm having some work done in my house and will need to move my electrical panel (the thing where all the circuit breakers are) either up or down. My preference would be to move it down, but I'm wondering if there is a minimum height requirement for it in Suffolk County. The ceiling in the area where it will be is only a little over 5 feet high.

Anybody know?

is it in the basement? If so, I wouldnt have it too low incase of a flood.

Are you having a licensed electrician move the panel? They would know about any height requirements.
