my dog is gross and I need help

So my younger dog started this really fun new thing where he pees on my older dog. The first time it happened was last night and he's done it 2 times since then. I used to get nervous because he would pee near her when she was peeing and I would get scared he'd hit her but I just watched them and he is deliberately lifting his leg on her. I yelled at him but it was a quick pee and he finished by the time I started yelling. Plus he's very hard to scold he doesn't really understand when he's in trouble. Any ideas?

In addition to telling him no.. Maybe try spraying him with water from a spray bottle (set to stream), while he's doing it.

Are your dogs fixed? It sounds like the male is marking the female. Does this only happen when you are walking them? I do not use the word no to correct my dog b/c he has no clue what it means...I would try to redirect the behavior before it starts (or as soon as you see it) so when you see him lift his leg call his name and get his attention and give him a treat...make yourself more interesting then marking the female dog. We have used this technique for a lot of my dogs training and it works...I would suggest reinforcing the positive behaviors rather then scolding b/c like you said the dog has no clue what he is in trouble for when you scold him.
