What if you used those little fuzzy balls that you can get at Michaels? I don't know what they are called, but they are like gumball sized.
Or a bunch of pipe cleaners, they are flexible to shape the ears and stuff and kinda fuzzy.
Or you could cheat and get an unstuffed bear and cut it up for the fur.
Good luck, that's a complicated project for little kids. THey have to know the parents are going to be doing it all.

If you use homemade (or mulberry) paper from a craft or paper store, you can tear the pieces and assemble into a bear. I believe if you brush the paper lightly with a toothbrush, you'll get that furry feel.
HTH.

Well before I read youre quote I did cheat and ripped up a teddy bear and hotglued the parts to the paper. Thank you for youre advise.
