IMO a tux is when it says Black Tie ..
Formal Attire means that they don't want people showing up in khakis and a bahama shirt

I don't think that Black Tie definately means a tux. We put black tie and people certainly didn't go and rent tuxes.
I would think formal means a nice suit for him and a cocktail dress (a nice one) for you.
What type of day is it?

People anywhere but Long Island
seriously! my sister got married in CA on a Sat night in a very fancy Opera House and my cousin (also lives in CA) showed up in khaki’s and a Hawaiian button down short sleeve shirt I guess he also thought that a proper wedding gift from a family of 4 is a $40 mini chopper.
The NY side of the family was dressed for a NY wedding and everyone else dressed like they were going out to the mall

We put "formal reception" on our invites just to make it clear that sundresses or khackis were not appropriate.

We wrote on our invite "Black Tie Optional", meaning dress up if you'd like in a tux/gown. I'd say it means wear something more on the formal side - suit/gown, but not quite a tux.
