Does anyone know how much it is to download each app?

Each one is different, some are $5, some are $7.50, maybe more.

Is there a difference buying it as an app, and buying it as a game? I see that the games that you can buy in the store are 24.99, but you can also buy them as apps. Just not sure what to do?

Well there are apps and there are cartridge games. The games, like Cars 2, have more to them than the apps = but there is an app that sort of adds to the Cars 2 game, it's called an expansion app.
The games are around $25, but they are $20 on Amazon.
