Without an SSN, I don't think so.

Re: Non legal immigrants and Social Services
I read an article a while back that illegal immigrants often buy real SSN's so that they are able to get assistance and get on the books jobs.

Emergency medical care, WIC services, Dependent care support if they have a child under 18 in their home regardless of the nationality of the child. Minors can't be refused necessities and food stamps/food assistance.

That's probably true. But generally, those who are not legal immigrants cannot collect public funds.
for all intents and purposes, I am an immigrant (although to another country, not the US) and I couldnt' even take a course at the local college because it was subsidized by the government.

This has actually been a huge problem for LA because a lot of women cross the border illegally just to have their children in the USA. It has caused a huge drain on public funds for their medical care.

Thats strange, I took some courses at a local college here, they were cooking so maybe that doesn't count. I too am an immigrant but I can collect child benefit for my son , thats because he is British.

Don't forget health insurance. I believe, that children of immigrants who are born here are also eiglible for child health plus, for free if the parents are 200% below the poverty level. I know this is true for NYC and the five boroughs.
