I *think* in some states it's legal for women to go topless. It's also a big argument for breastfeeding supporters.

Yes, it appears that she is trying on an outfit. She is adjusting her belt, there are clothes on hangers around her and you can see the changing room curtain.

I thought the same thing. And is her stomach protruding oddly or is it just me?
