pet related door safety question

we have a cat whose liter/food is in our basement. I am looking for a device that will keep the jar open enough that she can go up/down as she pleases, but still keep the door shut enough so that my 17 month old cant squeeze herself through the opening and fall down the stairs.

any idea of anything like that out there?

We have a similar set up for our cat, litter box and food are in the basement. We put a high gate at the top of the stairs that has a small pet door so the cat can get up and down the stairs. It's worked really well for us. We keep the door open but the gate closed so that way the cat doesn't get stuck upstairs.

Some pet doors have a "key" (I think they might be magnetic) that your pet wears on their collar, so only pets with the collar can get through, even if other "critters" could potentially fit through.

What about a hook and eye latch, with the hook attached to the door and the eye attached to the frame. It would keep the door open a few inches. If your cat isn't huge, she could slip through. My mom has this on her bathroom door so the dogs can't get to the litter box but the cat can get in and out.
