Photo resizer for vista? (link)

Does anyone know if this is a "safe" freeware program? I need to resize lots of photos and Microsoft Vista doesn't have a tool available
wondering if anyone uses this?

you can just open them in paint, then click at the top image, then stretch skew, then if you want it half the size do 50 50 and save.. thats what i do

I've been using PIXresizer for years now. It's an awesome piece of software that resizes an entire directory at once, instead of doing one photo at a time.
