I have hemlock's bordering the entire backyard - they keep their leaves/needles.
This was taken in late February:

If you are trying to stay away from the needle-type bushes... i think Lilac trees keep their leaves in the winter and have awesome beautiful flowers when they bloom...
there is also this evil bush that we have... i forget what it is called, but it is kinda red and has a beautiful color and gets very thick... they are great hedges, or you can let them grow into huge bushes... i think they are evil because they have thorns inside them and if you attempt to cut one down that hasnt been maintained in a while, it is painful!

Leyland Cypress...it's an evergreen and fast growing!
Plus....look into becoming a member of the Arbor Day Foundation...the prices on stuff is GREAT! It's like $10 or $15 to join

Re: Privacy bushes/trees/plants
I think what you posted a photo of is arborvitaes - I don't care for them either
I plan to buy a few leyland cypresses next year for our backyard - we have some alberta spruces that I hate too and want to get rid of!
Otherwise I like the evergreens that look like christmas trees - they retain a nice shape and give coverage year round.

No Lilac bushes are sticks in the winter. We have one that we moved away from our foundation for this reason--but they are beautiful when they are blooming. They need full sun.
We planted Ewes by our foundation. They still need to fill it. They can be shaped anyway you like and can grow very tall. (If you look around, a lot of people have them.)
Ewanamus (sp?) also keep there leaves in the winter and can grow quite big.
