I was flipping through the stations and bam, boobs on channel 20

I almost died. It went on and on. All these girls were topless and then they showed porn scenes but just facial expressions

How is that allowed?

I didnt know they had that on LI. When I first lived in the city, I was shocked by public access - it was porn!! My brother had some plausible explanation for it, something about the community's rights to free speech or something like that, I'd have to ask him to refresh my memory.
